Fair Campaign Act of 1983 - Amends the Federal Election Campaign Act of 1971 to increase permissible contributions by individuals to candidates for congressional office.

Specifies the ceiling on amounts such committees may contribute to candidates in special, general and run-off elections.
Amends the Internal Revenue Code to increase from $50 to $100 ($100 to $200 on joint returns) the maximum tax credit allowed for individuals who contribute to candidates for public office.
