A bill to establish a Commission on Standards of Official Conduct and to abolish the Committee on Standards of Official Conduct of the House of Representatives.

Establishes a Commission on Standards of Official Conduct, composed of individuals who are not Members of Congress, to undertake investigations relating to the conduct of Members, officers, or employees. Terminates the House Committee on Standards of Official Conduct.
