A bill to establish national standards for the construction and siting of artificial reefs in the waters of the United States in order to enhance fishery resources and fishing opportunities and for other purposes.
National Fishing Enhancement Act of 1983 - Sets forth standards for the design, construction, and location of artificial reefs. Directs the Secretary of Commerce to develop guidelines for a national artificial reef plan. Sets forth terms and conditions for permits for the construction of such reefs. (Defines artificial reefs as structures constructed in navigable waters for the enhancement of fishery resources and fishing opportunities.)
Amends the Internal Revenue Code to provide a tax credit for qualified artificial reef expenses.
