A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act to extend the authorization of appropriations for the annual Federal payment to the District of Columbia.

Amends the District of Columbia Self Government and Governmental Reorganization Act to authorize appropriations for the annual Federal payment to the District of Columbia for FY 1984, FY 1985 and succeeding fiscal years.

Sets forth a formula limiting the amount of such appropriations for FY 1985 and succeeding fiscal years to the amount appropriated for the previous year, plus the percentage increase in the Consumer Price Index.
