Amends the National Parks and Recreation Act of 1978 to authorize the Secretary of the Interior to exchange specified lands with the city of Los Angeles.
Requires the Secretary to transfer the lands so acquired (lands associated with the Upper Franklin Reservoir) to the National Park Service without cost for inclusion within the Santa Monica Mountains National Recreation Area.
Requires the Secretary to grant to the city of Los Angeles an easement for an existing water pipeline associated with the Upper Franklin Reservoir.
Directs the city of Los Angeles to: (1) provide replacement water to maintain the current water elevations of the Franklin Reservoir; (2) assume responsibility for the protection of cultural resources; and (3) develop a cultural resource management program for certain lands in the vicinity of the Haiwee Reservoir.
