A bill to permit localities with severe unemployment to increase employment by obtaining waivers of Federal laws and regulations which limit employment opportunities.
Jobs for Distressed Communities Act - Authorizes the head of any Federal department, agency, or establishment to waive the requirements of any Federal law, or of any rule or regulation promulgated under any Federal law, which such department, agency, or establishment administers or enforces, if an eligible local government demonstrates that such waiver will result in a substantial increase in the level of employment available within its jurisdiction. Makes eligible for such treatment any local government which had, during the most recent period for which such data are available, an unemployment rate in excess of the national average.
