Amends the Vocational Education Act of 1963 to permit funds from basic grants to States to be used for communications and telecommunications equipment and utilization.
Permits such funds to be used for: (1) up to 25 percent of the purchase price of communications and telecommunications equipment for vocational education programs; and (2) up to 25 percent of the operating costs of utilizing communications and telecommunications equipment to expand the reach and application of vocational education.
