A bill to repeal the provisions of law which relate to the public financing of presidential elections.

Amends the Internal Revenue Code to terminate the Presidential Election Campaign Fund and the Presidential Primary Matching Payment Account. Requires the Secretary of the Treasury to transfer any amounts in such funds to the general fund of the Treasury.

Repeals provisions allowing taxpayers to designate a portion of income tax payments to the Presidential Election Campaign Fund.
