Directs the Secretary of the Interior to determine the most appropriate means of preserving the Goshen Historic Track in Goshen, New York, by examining the feasibility of: (1) entering into cooperative agreements with the track owners; (2) purchasing the track for inclusion in the National Park System; and (3) any other means of preservation. Authorizes appropriations for FY 1984.
