Prohibits the construction of naval vessels in foreign shipyards.
Restricts the construction of major components (costing over $10,000 at point of delivery to the United States) of a United States naval vessel outside the United States (including the territories and possessions of the United States). Authorizes the Secretary of the Navy to exclude from such restriction any component not reasonably available in the United States in a timely manner. Directs the Secretary to report to Congress on each such determination.
