Prohibits reviews of disability determinations pursuant to the continuing eligibility review program under titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) of the Social Security Act until Congress has specifically addressed the problems which have arisen in such program and enacted legislation to deal with such problems. Makes such prohibition inapplicable in cases where benefit termination is based upon a finding of fraud or a finding that the individual involved is engaging in substantial gainful activity. Requires the Secretary of Health and Human Services to notify individuals whose cases are up for review under the continuing eligibility review program that such suspension is in effect.
