Clinch River Breeder Reactor White Elephant Feeding and Financing Scheme of 1983

Clinch River Breeder Reactor White Elephant Feeding and Financing Scheme of 1983 - Requires the Secretary of Energy to enter into long-term cooperative agreements to obtain private sector financial participation in the construction and startup costs of the Clinch River breeder reactor project in Tennessee equal to approximately 40 percent of the total remaining project costs. Authorizes the Secretary to contract to: (1) lease a privately owned portion of the project; (2) provide for project operation; (3) purchase or sell steam or electricity produced by the project; (4) purchase standby power; and (5) supply fuel and related services for the project.

Authorizes appropriations for the Clinch River breeder project for FY 1984 through 1990.

Provides that: (1) the construction of the Clinch River breeder reactor project is considered to have commenced before December 31, 1982; (2) the project is not public utility property; (3) participation in the project does not establish a public utility holding company; and (4) the Secretary has sole authority with respect to rates for the sale of steam or electricity produced by the project.
