Voter Interest and Participation Act of 1983 - Provides that absentee ballots for any Federal election may be mailed and returned free of postage. Specifies exceptions.

Establishes a special tax rate for committees established and maintained by a political party.
Increases the dollar limitations on contributions to candidates and their authorized political committees.
Declares that limits do not apply to contributions or expenditures made by a political committee of a political party regarding any congressional election.
