A bill to facilitate economic development in the territories of the United States through the mobilization of private capital and skills and for other purposes.
Declares that regulations relating to duties on manufactured articles, other than those containing more than 50 percent foreign material, shall have no force or effect with respect to articles coming into the United States from the insular possessions.
