A bill to expand the eligibility of handicapped and other institutionalized individuals for training provided under the Job Training and Partnership Act.

Amends the Job Training Partnership Act to revise the definition of "economically disadvantaged" (for purposes of eligibility for training under such Act) to include, in cases permitted by regulations of the Secretary of Labor: (1) handicapped individuals living at home; and (2) individuals who are institutionalized or receiving services in, or are clients of, a sheltered workshop, prison, hospital or similar institution or in community care.
