A bill to exempt limited amounts of oil production by independent producers from the windfall profits tax and for other purposes.

Amends the Internal Revenue Code to exempt independent oil producers, in an amount equal to 1,000 barrels of oil multiplied by the number of days in the taxable period, from the windfall profit tax.
