Amends the Federal Insecticide, Fungicide, and Rodenticide Act to authorize appropriations through FY 1984.
Extends the statutory authority for the scientific advisory panel through FY 1987. Provides that members be appointed on a staggered-term basis, representing to the extent feasible, the disciplines of toxicology, pathology, environmental biology, and related sciences.
Revises certain provisions regarding the publication of such panel's comments and recommendations and the Environmental Protection Agency's responses.
