A bill to authorize the Secretary of the Army to construct certain flood control and navigation projects in the State of Hawaii, and for other purposes.
Hawaii Rivers and Harbors Act of 1983 - Authorizes and directs the Secretary of the Army, acting through the Chief of Engineers, to construct according to specified recommendations: (1) a flood control project on the Alenaio Stream on the Island of Hawaii, Hawaii; (2) an emergency lava flow control project in the vicinity of Hilo, Hawaii; (3) a navigation project at Hilo Harbor, Hawaii; and (4) a hydroelectric power project on the Wailua River on the Island of Kauai, Hawaii.
Authorizes appropriations for fiscal years beginning after September 30, 1984.
