Authorizes participation by up to 24 Members of Congress in parliamentary conferences with representatives of the National Congress of Brazil. Provides funding for such meetings from the amount appropriated for international conferences and contingencies for each fiscal year. Requires the U.S. group to report to Congress on such conferences.
