Amends the Federal Election Campaign Act of 1971 to authorize: (1) appropriations for FY 84; and (2) Federal Election Commission personnel to accept non-Federal entity, with the Commission's approval, for official travel and subsistence expenses related to meetings sponsored by such entity. Allows such personnel to retain the payments to cover such expenses unless they have previously been paid from funds appropriated to the Commission, in which event the payments must be deposited to the Commission's credit.
