A bill for the relief of the Federation Employment and Guidance Service, New York, New York.

Authorizes and directs the Secretary of the Treasury to pay a specified sum to a named nonprofit charity in full satisfaction of all claims against the United States arising out of losses incurred during a moratorium on certain purchases by the General Services Administration and a purchase freeze by the Office of Management and Budget.
