Amends the Commodity Credit Corporation Charter Act to authorize the Corporation to purchase foreign-produced strategic and critical materials and petroleum and petroleum products from persons who have gotten such products by bartering U.S. agricultural exports through normal commercial channels. Transfers such products to the strategic materials and petroleum stock piles, respectively.
Directs the Corporation to promote and coordinate such barter arrangements.
Limits new spending authority under this Act to amounts appropriated.
Sets forth financing and antitrust provisions.
