A bill to amend the Internal Revenue Code of 1954 to restore prior law with respect to the rate of the tax on the use of heavy trucks and trailers.

Amends the Internal Revenue Code to repeal the increase in the highway use tax on heavy trucks and trailers. Restores such tax to previous levels prior to enactment of the Highway Revenue Act of 1982.
