Amends the Magnuson Fishery Conservation and Management Act of 1976 to establish a South Pacific Fishery Management Council consisting of Oregon and California with jurisdiction over the fisheries seaward of California. States that such Council shall have seven voting members.
Reduces the existing Pacific Fishery Management Council's voting membership from 13 to nine.
