A bill to increase funding for low-income home energy assistance, to limit use of low-income home energy assistance funds made available in prior years, and to make data collecting and reporting requirements under the Low-Income Home Energy Assistance Act of 1981 more consistent with the purposes of such Act.

Amends the Low-Income Home Energy Assistance Act of 1981 to increase the authorization of appropriations for low-income home energy assistance for FY 1984.

Decreases the maximum amount of grant money allotted for a fiscal year to States for low-income home energy assistance which a State may request to be held available for the next fiscal year.

Requires the Secretary of Health and Human Services to collect home energy and home energy assistance data on a State-by-State basis. Requires the Secretary to submit the annual report on such data required under such Act no later than September 30 of each calendar year.
