Transfers marihuana from schedule I (abuse potential, no accepted medical use) to schedule II (accepted medical use) under the Controlled Substances Act.
Amends such Act to establish in the Department of Health and Human Services an Office for the Supply of Internationally Controlled Drugs, to be responsible for regulating the domestic production and distribution of marihuana.
Establishes procedures for the production and use of medicinal marihuana.
Permits the distribution of medicinal marihuana only to hospitals and pharmacies registered to dispense schedule II controlled substances for the purposes of treating glaucoma, cancer, or research approved under the Federal Food, Drug, and Cosmetic Act.
Provides for a marihuana abuse prevention and information program through the National Institute on Drug Abuse.
