A bill to eliminate the recent pay increase provided for Members of Congress under Public Law 97-377, and to impose a limitation on outside earnings for Senators and Representatives.

Amends Federal law to make Members of Congress ineligible for the pay increase authorized for senior executive, judicial, and legislative positions. Limits outside earned income for Members to 30 percent of a Members' salary. Requires that honoraria be attributed to the calendar year of receipt.
