Directs the Secretary of Transportation to make grants to States which enact and enforce laws requiring the use of child safety seats and safety belts by children in highway motor vehicles. Sets forth an apportionment formula for such grants and eligibility requirements for States.
Requires the Secretary to issue regulations to carry out this Act.
Authorizes appropriations out of the Highway Trust Fund for FY 1984 through 1986.
Excludes vehicles used to provide transportation for compensation.
