A bill to amend the Solid Waste Disposal Act to provide certain rules with respect to the treatment of used oil as hazardous waste unless the used oil is recycled under appropriate standards, and for other purposes.

Amends the Solid Waste Disposal Act to deem all used oil as hazardous waste unless the oil is recycled by a used oil recycler who is certified by the Administrator of the Environmental Protection Agency in accordance with standards set forth in this Act.
