Requires the Secretary of Health and Human Services to arrange for an independent epidemiological study (through the National Academy of Sciences, or otherwise) of persons exposed to dioxins (produced in the manufacture of herbicides like Agent Orange), with particular attention to Vietnam veterans.
Requires a related scientific analysis of existing literature on such chemical's long-term health effects.
Requires reports to Congress respecting such study and literature analysis.
