A bill to amend the Federal-State Extended Unemployment Compensation Act of 1970 to reduce the rate of unemployment required under the State trigger provisions, and to permit extended benefits to be paid on the basis of area triggers.

Amends the Federal-State Extended Unemployment Compensation Act of 1970 to revise State trigger provisions. (Reduces the rate of unemployment required for such State trigger from five percent to four percent.)
