A bill to require the Secretary of the Interior to establish a program to insure the stockpiling and replacement of topsoil on public lands and other lands which are moved or covered by surface mining projects, reclamation projects, and other Federal and federally assisted projects, and for other purposes.
National Topsoil Preservation Act of 1983 - Establishes a National Land Resources Protection Commission which shall establish standards for stockpiling and replacing topsoil on lands where federally assisted projects are carried out.
Directs the Commission to establish minimum standards to assure that projects will not pollute existing streams, cause land slides or flooding, or substantially change the water volume carried by natural waterways adjoining the immediate construction area.
Requires a license issued by the Commission for any project to move or cover topsoil in areas exceeding 100,000 feet.
Authorizes appropriations.
