A bill to amend the Defense Production Act of 1950 to create a Bipartisan National Commission on Industrial Competitiveness.
Bipartisan National Commission on Industrial Competitiveness Act - Amends the Defense Production Act of 1950 to establish the Bipartisan National Commission on Industrial Competitiveness to study the competitive posture of U.S. industries in world markets and to report to the President and Congress on ways to improve such posture.
Sets forth the specified areas the Commission shall examine, including: (1) monetary policy; (2) investment incentives; (3) credit allocation and availability; (4) taxation; (5) education and training; (6) capital formation; (7) research and development; (8) labor-management relations; (9) natural resources; (10) productivity; and (11) policy and policy determination.
Directs the Commission to identify key industries and recommend specific policy goals and mechanisms to insure international competitiveness.
Authorizes appropriations.
