A bill to provide for actions for declaratory and equitable relief for protection of the air, water, and other natural resources of public lands, and for other purposes.
Public Lands Protection Act of 1981 - Authorizes actions for declaratory and equitable relief in Federal district courts to protect natural resources of public lands from pollution, impairment, or destruction. Specifies parties who may bring such actions.
Provides guidelines for: (1) adjudication; (2) judicial procedure in granting relief; and (3) remand to requisite administrative procedures. Directs the court to adjudicate the impact of a defendant's conduct upon completion of such administrative procedures. Authorizes specified parties to intervene under certain circumstances.
Declares this Act supplementary to existing administrative and regulatory procedures.
