Amends the Congressional Budget Act of 1974 to require that each congressional budget resolution fix the level of tax expenditures for the fiscal year involved as well as the recommended aggregate level of Federal revenues.
Declares that such amendments shall apply with respect to fiscal years beginning after September 30, 1983.
