Amends the Export Administration Act of 1979 to reinstate certain export controls for one year. Authorizes the President to extend such controls.
Prohibits recission of a determination that a country is supporting international terrorism, unless the President submits a report to Congress justifying such recission and certifying that such a country has not supported international terrorism for the preceding 12-month period.
