A bill to amend the Export Administration Act of 1979 to reimpose certain foreign policy export controls which ceased to be effective on March 1, 1982, September 15, 1982, and January 20, 1983.

Amends the Export Administration Act of 1979 to reinstate certain export controls for one year. Authorizes the President to extend such controls.

Prohibits recission of a determination that a country is supporting international terrorism, unless the President submits a report to Congress justifying such recission and certifying that such a country has not supported international terrorism for the preceding 12-month period.
