Authorizes any individual to enroll in the Medicare program (title XVIII of the Social Security Act) under either part A (Hospital Insurance) or part B (Supplementary Medical Insurance) who as of January 1, 1983: (1) is a military or Federal civilian retiree and is 65 years of age or older; (2) is not entitled to benefits under part A; and (3) is eligible under part A under provisions which authorize eligibility for uninsured individuals not otherwise eligible or is eligible under part B to enroll under part A or B.
Eliminates the late enrollment premium penalty for any individual who enrolled under the provisions of this Act.
Provides for a special enrollment period of three months for individuals covered by this Act.
