Amends the Controlled Substances Act to establish mandatory minimum sentences for anyone who: (1) manufactures, distributes, or dispenses a schedule I or II narcotic drug; (2) possesses such drug with the intent to manufacture, distribute, or dispense; or (3) attempts or conspires to commit such offenses.
Prohibits a defendant charged with such offenses from entering a plea of guilty to a lesser charge or being covered by any provision of the Federal Youth Corrections Act. Prohibits, for any person convicted of such offenses, the suspension of sentence or granting of probation or parole.
