Requires the Secretary of Agriculture, in cooperation with the Secretary of the Interior, to study the effects of interbasin water transfers on agriculture and agricultural productivity. Requires a report within 18 months.
Prohibits a State from selling or transferring interstate surface or ground waters located in that State for use outside such State unless: (1) there is a related interstate compact; and (2) all the signatory States agree to such sale or transfer.
