A bill to require that the fourth Presidential certification with respect to El Salvador include a determination that the Government of El Salvador has made every effort to bring to justice those responsible for the murder of journalist John Sullivan.

Amends the International Security and Development Cooperation Act of 1981 to allow the President to make the fourth aid certification concerning El Salvador only if such certification includes a determination by the President that El Salvador has made every effort to bring to justice those responsible for the murder of John Sullivan.
