A bill to amend the Agricultural Act of 1949 to limit the authority of the Secretary of Agriculture to make deductions from the proceed of milk marketed commercially by producers in the United States.

Amends the Agricultural Act of 1949 to limit the Secretary of Agriculture's 50-cent milk assessment authority to the States, Puerto Rico, and the District of Columbia (thus prohibiting such authority in other territories and possessions of the United States).
