Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to substitute a new title III (Marine Sanctuaries) for the existing title III.
Gives Congress, upon the Secretary of Commerce's recommendation, the authority to designate areas as marine sanctuaries.
Requires the Secretary to: (1) publish an initial list of suitable sanctuary areas in the Federal Register by July 31, 1983; (2) submit a written report and draft legislation with each designation recommendation; and (3) consult with interested Federal and State officials, and hold hearings in affected areas before making any such recommendation.
Permits the Secretary to promulgate emergency regulations.
Subjects violators of this title to civil penalties of up to $50,000. Vests jurisdiction in U.S. district courts.
Authorizes appropriations through FY 1986.
