Amends Federal venue rules to provide that where the United States or one of its instrumentalities is a defendant in a civil action, venue may lie in any judicial district in which either party has its principal place of business, provided that no real property is involved in the action.
Requires that venue lie in the judicial district in which a substantial portion of the impact or injury exists, subject to the court's discretion.
Requires that appeals from final orders of certain Federal agencies be brought in the judicial circuit in which a substantial portion of the injury or its impact occurred.
States that where an injury or its substantial impact exists in more than one judicial district or circuit, venue will lie in one of the affected judicial areas.
States that in any judicial review of administrative action, venue shall lie in one of the circuits in which a substantial portion of the impact or injury occurred.
