Congressional Pay Reform Act of 1983 - Amends the Legislative Reorganization Act of 1946 to provide a procedure for the approval of recommendations for congressional salaries. Requires each House of Congress to pass a resolution, by recorded vote, approving any increase in pay for Members before such increase becomes effective.
