Federal Elections Act of 1983 - Amends the statutory calendar to change the day for Federal elections from the first Tuesday following the first Monday in November to the Sunday following the first Saturday in November.
Specifies 10 p.m., eastern standard time, as a uniform closing time for the election of electors of the President and Vice-President. Excepts Hawaii and Alaska from such closing time.
