A bill to amend title 18 of the United States Code to prohibit certain noncustodial parental transportation and detentions of children, and for other purposes.

Amends the Federal criminal code to establish a penalty of one to five years imprisonment for any parent who transports or entices his or her child from a State in violation of or with intent to violate a child custody order.
