Amends the International Security and Development Cooperation Act of 1981 to allow the President to make the fourth certification which is required for continuing aid to El Salvador only if the certification includes a determination by the President that El Salvador has: (1) made good faith efforts since the last certification to investigate and prosecute those responsible for the murders of seven U.S. citizens; and (2) taken all reasonable steps to investigate the murder of Michael Kline.
