A bill to designate certain National Forest System and other lands in the State of Oregon for inclusion in the National Wilderness Preservation System, and for other purposes.
Oregon Wilderness Act of 1984 - Designates the following lands in the State of Oregon as components of the National Wilderness Preservation System: (1) the Columbia Wilderness in the Mount Hood National Forest; (2) the Salmon-Huckleberry Wilderness in the Mount Hood National Forest; (3) the Badger Creek Wilderness in the Mount Hood National Forest; (4) the Bull of the Woods Wilderness in the Mount Hood and Willamette National Forests; (5) the Drift Creek Wilderness in the Siuslaw National Forest; (6) the Rock Creek Wilderness in the Siuslaw National Forest; (7) the Cummins Creek Wilderness in the Siuslaw National Forest; (8) the Boulder Creek Wilderness in the Umpqua National Forest; (9) the Rogue-Umpqua Divide Wilderness in the Umpqua and Rogue River National Forests; (10) the Waldo Lake Wilderness in the Willamette National Forest; (11) the Menagerie Wilderness in the Willamette National Forest; (12) the Middle Santiam Wilderness in the Willamette National Forest; (13) the Grassy Knob Wilderness in the Siskiyou National Forest; (14) the Red Buttes Wilderness in the Siskiyou National Forest; (15) the Sky Lakes Wilderness in the Rogue River and Winema National Forests; (16) the Bridge Creek Wilderness in the Ochoco National Forest; (17) the Mill Creek Wilderness in the Ochoco National Forest; (18) the Black Canyon Wilderness in the Ochoco National Forest; (19) the North Fork John Day Wilderness in the Wallowa-Whitman, Malheur, and Umatilla National Forests; (20) the North Fork Umatilla Wilderness in the Umatilla National Forest; (21) the Monument Rock Wilderness in the Malheur and Wallowa-Whitman National Forest; (22) the Table Rock Wilderness in the Salem District of the Bureau of Land Management; (23) the Mount Jefferson Wilderness Additions in the Willamette and Mount Hood National Forests; (24) the Mount Washington Wilderness Additions in the Willamette and Deschutes National Forests; (25) the Three Sisters Wilderness Additions in the Willamette and Deschutes National Forests; (26) the Gearhart Mountain Wilderness Additions in the Fremont National Forest; (27) the Strawberry Mountain Wilderness Additions in the Malheur National Forest; (28) the Eagle Cap Wilderness Additions in the Wallowa-Whitman National Forest; and (29) the Hells Canyon Wilderness Additions in the Wallowa-Whitman National Forest.
Establishes within the Umpqua, Willamette, Winema, and Deschutes National Forests the Oregon Cascades Recreation Area. Requires that the recreation area be managed according to the forest plans developed for such forests or in an integrated management plan which shall: (1) provide a range of recreation opportunities; (2) provide for access by the public; (3) maintain the natural and scenic character of the recreation area; and (4) provide for the use of motorized recreation vehicles. Requires that mining activities within the recreation area be consistent with the purposes for which the recreation area is established. Withdraws lands within the recreation area from appropriation under the mining laws and from disposition under all mineral and geothermal leasing laws as of January 1, 1989. Authorizes activities and facilities within the recreation area which are needed for resource protection and management and for visitor safety and comfort.
Designates the following lands within the recreation area as components of the National Wilderness Preservation System: (1) the Mount Thielsen Wilderness in the Umpqua, Willamette, Winema, and Deschutes National Forests; and (2) the Diamond Peak Wilderness Additions in the Umpqua, Williamette, Winema and Deschutes National Forests.
Provides that the RARE II (second roadless area review and evaluation) Final Environmental Statement (dated January 1979) with respect to national forest system lands in Oregon shall not be subject to judicial review. Releases national forest system lands in Oregon which were reviewed in the RARE II program from further review by the Department of Agriculture, pending the revision of initial national forest management plans. Releases lands in Oregon reviewed in the RARE II program and not designated as wilderness from management as wilderness areas. Prohibits the Department of Agriculture from conducting any further statewide roadless area review and evaluation of national forest system lands in Oregon without express congressional authorization. States that the provisions above shall also apply to: (1) those national forest system roadless lands in the Mount Hood, Siskiyou, Umatilla, Umpqua, Wallowa-Whitman, Willamette, and Winema National Forests which were evaluated in the Eagle Creek, Roaring River, Mount Butler-Dry Creek, Oregon Butte, Cougar Bluff-Williams Creek, Grand Ronde, Wallowa Valley, Willamette, or Chemult unit plans; and (2) national forest system roadless lands in Oregon which are less than 5,000 acres in size.
