A joint resolution proposing an amendment to the Constitution of the United States to provide for four-year terms for Senators, to limit the number of terms any individual may serve as Senator or Representative, and to limit the length of each session of the Congress.

Constitutional Amendment - Provides that the term of office of a Senator be four years. Prohibits persons from serving as Senators more than twice and as Representatives more than four times.

Requires each session of Congress to adjourn sine die on the 180th day after it begins, unless the United States is in a state of war.
