A joint resolution to amend the Constitution of the United States to provide for congressional disapproval of executive actions and to allow the President to veto items contained in appropriations bills.

Constitutional Amendment - Permits the President to veto any item of appropriation in any Act or joint resolution, except an item of appropriation for the legislative branch or the judicial branch. Requires the President to return with his objections any item of appropriation vetoed to the House in which the bill originated. Subjects such bills to the same proceeding as other bills disapproved by the President.
